What Singapore Parents and Sec 2 Students Need to Know

Singapore’s secondary education landscape is about to change in a big way.

From 2027, the familiar N- and O-Level certificates will be replaced by a single unified qualification — the Singapore-Cambridge Secondary Education Certificate (SEC).Then from the 2028 Joint Admissions Exercise (JAE), students applying to Junior Colleges (JC) will qualify using L1R4 (5 subjects) instead of L1R5 (6 subjects).

If you’re a parent of a child in the current Secondary 2 cohort, or you’re planning your subject combination and tuition strategy for the next two years, this is the guide you’ll want to bookmark.



What’s changing for JC admission from 2028: L1R5 → L1R4 (5 subjects)
Current system (up to 2027 JC intake)
  • JC eligibility: L1R5 ≤ 20 across 6 subjects

New system (from 2028 JC intake)
  • JC eligibility: L1R4 ≤ 16 across 5 subjects

This means one fewer subject is counted for JC admission — a policy MOE says is meant to broaden learning beyond academics and free up time for students to develop through CCAs and school programmes.


What exactly is L1R4? (And what subjects can be used)

Under MOE’s definition for JC/MI admissions from 2028:

L1R4 = L1 + R1 + R2 + R3 + R4, where:

  • L1: G3 English or Higher Mother Tongue

  • R1: Any 1 best-scoring G3 Humanities

  • R2: Any 1 best-scoring G3 Math or Science

  • R3: Any 1 best-scoring G3 Humanities/Math/Science

  • R4: Any 1 best-scoring G3 subject

Important detail: All subjects used in the L1R4 computation must be taken at G3.


Minimum subject-grade requirements still apply (even with fewer subjects counted)


Even though L1R4 counts 5 subjects, grade requirements remain for JC/MI eligibility. MOE states you must meet minimum grades for:

  • G3 English Language: A1 to C6

  • Any 1 Mathematics (G3 E-Math or A-Math): A1 to D7

  • Any 1 Mother Tongue Language (including approved MTL-in-lieu options): requirement remains part of eligibility

If a student doesn’t meet the minimum grade requirements, MOE notes there are conditional admission considerations.


Bonus points update: max bonus points reduced (JC/MI)

With the move to a 5-subject aggregate, MOE caps bonus points at 3 for JC/MI admissions from 2028.


How SEC 2027 changes the exam timeline (what families should plan for)

SEC isn’t just a new name. It also standardises the exam structure and timeline across levels.

According to SEAB, from 2027:

  • English + Mother Tongue written papers: held in September

  • All other written subjects: a common period starting in October (running into Nov)

  • Non-written components (oral, listening comprehension, practical): scheduled before written papers

  • Results release: one common release in January the following year

This matches the broader shift shown in the SEC comparison (current vs new system).


Why MOE is doing this: the “readiness” argument (and what it means for students)

MOE’s position is that JC readiness is no longer a major concern, and that reducing the subject count helps students develop more holistically.

In the same context, MOE leaders pointed to how outcomes have changed over time — for example, A-Level passing rates have improved significantly, and a larger share of O-Level students take 8 or more subjects today than in past decades.

For many students, the practical impact is this:

  • less pressure to “load up” purely for aggregation

  • more room to go deeper (not just wider) in key subjects

  • better balance for CCAs, leadership, portfolio-based programmes, and overall wellbeing


What students (and parents) should do next: a practical checklist
If your child is in Secondary 2 (the cohort affected)

  1. Map a realistic “Top 5” strategy early

    • L1 (English/HMTL) + a stable Humanities + strong Math/Science + 2 flexible scorers

  2. Don’t ignore the minimum-grade gates

    • English and Math still matter even if the aggregate changes.

  3. Plan for the SEC exam calendar

    • September becomes high-stakes for English + MTL written.

  4. Use freed-up bandwidth wisely

    • CCAs, communication, collaboration, and specialised programmes are exactly what MOE says this change is meant to support.


FAQ: Quick answers for busy parents

Will it be easier to enter JC with L1R4?MOE and CNA reporting indicate the intent is that the proportion/profile of students qualifying remains largely unchanged, with the score threshold adjusted to 16 to account for counting one fewer subject.

Is O-Level still called O-Level in 2027?From 2027, SEAB states the N(T), N(A) and O-Level qualifications will be combined and renamed as the SEC.

Are exam standards changing under SEC?SEAB states there is no change in overall standards, and SEC remains jointly awarded by SEAB/MOE/Cambridge and recognised locally and internationally.
